High Commissioner Rwamucyo engages students on Rwanda’s rebuilding journey
On Wednesday, November 5, High Commissioner Ernest Rwamucyo delivered a lecture at United States International University Africa (USIU-A) titled “Social Contract Theory and Rwanda's Model of Post-Genocide Building.”
The lecture, which was attended by students and international relations faculty members, explored how Rwanda has effectively utilized the social contract theory as a framework for achieving significant milestones in citizen security and protection, accountable governance, and citizen engagement among others.
The High Commissioner explained that this theory represents a tacit agreement among citizens to cooperate for collective security and welfare, emphasizing that governments must provide protection and services in exchange for citizens' cooperation and consent to be governed.
He also outlined Rwanda's governance model, built on three core principles, namely staying together, being accountable, and thinking big.
In addition, the High Commissioner engaged with Deputy Vice-Chancellor for Transformative Teaching, Learning and Research, Prof. Amos Njuguna, with whom they discussed the ongoing collaboration between the university and University of Rwanda (UR), as well as existing plans to strengthen the partnership further.
He also met with Rwandan students studying at the university, encouraging them to be exemplary ambassadors of Rwanda by excelling in their studies and embodying Rwandan values.
USIU-A is home to 120 Rwandan students, who are part of a diverse and dynamic academic ecosystem.
